Romania’s OUG 59/2025 and EU Directive 2024/1711 created a powerful new right — communities of neighbours, buildings and businesses can now produce, share and consume renewable energy locally. The EU already has 8,000+ energy communities and is pushing hard toward 42.5% renewables by 2030.
But there’s a gap: the developers, municipalities and cooperatives who want to build these communities have no software to run the ANRE registration, the production allocation, and the compliant billing. Today it’s spreadsheets, email and legal guesswork.
